In November 2024, platform Energie voor Elkaar (“EVE”) celebrated the inauguration of its second hybrid sustainable energy plant in the Isselt district of Amersfoort in the Netherlands, marking a major step forward for the city’s sustainable energy transition. This innovative facility supplies sustainable heat to the district heating network by leveraging a combination of residual heat, advanced heat pumps, sustainable biomass and solar energy. The plant’s technology and cutting-edge filtration systems ensure optimal energy efficiency with minimal emissions, enabling the Amersfoort heating network to expand while maintaining a reliable heat supply. The Isselt plant was made possible through a total investment of €11.8 million by the Dorothea Partnership, managed by Asper Investment Management. This fund supported the development of a new hybrid installation, adding 5.9 MW production capacity, along with essential network infrastructure to connect new customers. Together with the first installation at the Isselt, the network now boasts a total maximum capacity of 7.3 MW. The project achieved COD on time and within budget, underscoring Dorothea’s expertise in delivering high-impact energy transition projects. The Isselt facility, as the last in the Amersfoort network to partially rely on sustainable biomass, represents a pivotal moment in the city’s energy transition. Biomass has been critical to date, providing a sustainable solution for managing the network in its early stages. With the network infrastructure now in place, the network is well-positioned to integrate additional renewable energy sources, marking a new phase in its development. Future expansions will focus on other sustainable sources, such as geothermal energy and heat recovery from wastewater treatment. This project is a key milestone for platform EVE, a platform dedicated to developing sustainable municipal energy networks in the Netherlands. With the Isselt plant now operational in the city of Amersfoort, EVE and Dorothea are further advancing their shared mission and vision of driving the energy transition in the Netherlands through sustainable, scalable solutions.

An expert in Energy Transition policy advising think-tanks and research institutes, Luis also oversees Asper’s regulatory coverage.
Luis started his career with The Boston Consulting Group (Munich and Madrid) before joining Credit Suisse’s European Energy Investment Banking Team. Luis holds a Master of Science in Foreign Affairs (Fulbright Scholar) from Georgetown University and a joint degree in Law and in Business Administration from ICADE Madrid. He is fluent in English, French, German, Portuguese and Spanish.
